Moscow mufti attends conference in Cairo A Russian delegation led by Ildar Alyautdinov visited Cairo to attend the conference organized by the General Secretariat for council and organizations issuing fatwas.

The conference, which is taking place on 17-19 October under the patronage of the President of Egypt Abdel Fattah el-Sisi, is devoted to an important issue — the role of fatwas (canonical conclusions) in the society’s stability. During the first day many speakers emphasized the importance of fatwas in our fast-changing world that needs solutions in compliance with the Holy Qur’an and Sunnah of the Prophet (peace be upon him).
One of the speakers was the mufti of Egypt Shawqi Ibrahim Allam. He noted that the modern society had to find answers to many questions, however only the competent scholars should have the right to issue fatwas, unanimously and taking into account the shariah principles, as well as other countries’ experience. He reminded that those who issue fatwas must be aware of their responsibility not just towards people, but towards Allah.

The mufti of Egypt drew the audience’s attention to the fact that there were some fatwas justifying radical movements, infringement on life and property, yet they didn’t have any grounds and contradicted Islamic principles. Such fatwas can be seen in the internet, where people often make unjustified conclusions regarding certain issues.

Abdullatif Diryan, the mufti of Lebanon, highlighted the importance of the conference and responsibility, mentioning the Prophet’s (peace be upon him) words: I have left behind two things, you will never go astray as long as you hold fast onto them: the Quran and Sunnah.

The chairman of the General Authority of Islamic Affairs and Awqaf spoke about the emirate’s experience related to fatwa issuance and about strict criteria defining those who can work in this field. Muhammad Abdulkarim al-Isa, principal secretary of the “Rabitat al-alam al-Islami” organization, who represented Saudi Arabia,  also gave a speech.
Sheikh al-Azhar Ahmad Muhammad at-Tayib touched upon a number of contemporary problems that require solutions. He mentioned the fact that nobody in the world dared to attack sacred values of Jew, e.g. by saying something negative about the Torah, or the Gospel of Christians, as it would cause public outrage. As for Muslims, they face disrespect shown to Islamic values, but it does not cause and public uproar or condemnation.
Such conferences are very important due to the absence of a general systematic approach towards fatwa-issuing. It should be noted that this experience helps form local councils in the right way and get support from al-Azhar.
