We, the members of the Russian Muftis Council, worried about the
situation prevailing in our country, as well as in the Islamic world, it is our
duty to declare, in particular, on the following. We urge to pay attention to the process of the ban Muslim educational
publications and literature not always justified. We believe that the issue
should be approached more carefully and deliberately, as hasty decisions often
undermine the extensive efforts of central Religious Board of Muslims in the
educational sphere, their cooperation with the authorities and the public in the
revival of traditional Muslim values existed for centuries on Russian land ??and
combating intolerance based on religion. In some cases, not well-informed decisions have led to the introduction
of a list of extremist materials Sacred Hadith of the Prophet Muhammad (peace be
upon him), as well as the works of well-known classics of Tatar theology and
works, that gained a world authority. We call upon the media to more correctly highlight issues directly or
indirectly related to religious themes, in particular with Islam, whether in
Russia or abroad, in order not to hurt intentionally or not the feelings of
believers. We also draw public attention to the fact that it is the Muslims are
now the main target of terrorists in the Caucasus, and in the Russian cities.
The Muslim law enforcement officers, muftis, imams and honest and selfless
preachers are killed in the first place the Caucasus. With deep regret we have to admit that in many ways just the media
should be blamed for stirring up distrust and hatred between Russians of
different nationalities and religions, spreading false information about Islam.
As a consequence, significant part of non-Muslims increasingly fear of Muslims
and not recognize them as citizens whose patriotism and love of country are no
less strong, and sometimes even more deliberate and robust than
theirs. It is necessary to show real, everyday lives of ordinary people of
different nationalities and religions in their neighborly contact with each
other as wide as possible and deeper, thus contributing to the positive
interaction and rapprochement of peoples and their religions, rooted on Russian
soil. Such proposals from a number of experts and religious leaders as the
prevention of work in Russia Muslim parishes all graduates of foreign
universities we believe as a little-considered and destructive. The decision on
their admission to work with believers should be made only on the basis of their
certification and qualification testing by the home's official religious
structures. Such an approach would let to avoid the unjustified growth of mutual
suspicion and mistrust in the Russian society, especially among young
people. We declare that the problem of the spread of extremist ideas from
abroad does not come from conventional qualified graduates of Islamic schools,
but from a broad and essentially uncontrolled propagation of such ideas,
including the Internet, persons who received training in self-doubt, training
centers, by forces specially preparing actions to destabilize the situation in
Russia, as by the way, and in many other countries, from which the people suffer
in more than one region of the modern world. To any objective observer, it
becomes increasingly clear that the main agents of these successive waves of
instability in the traditional areas of the spread of Islam, including the CIS
countries are not graduates of the best universities of the Islamic world, but a
self-taught pseudoscientists and arrogant preachers impostors who have no any
serious and credible professional religious education. In our country, such
persons features, among other things, by their relentless pursuit of the
disintegration of the emerging for centuries nationwide Muslim space - of the
great spiritual heritage of not only of the Muslim nations, but also of all the
great Russian civilization, construction of which have played such a prominent
role and fate to a large extent to the preservation and strengthening of their
deep historical ties with other nations of our common homeland, Russia.
Pseudo-religious structures that such figures are able to create do not bring
nothing but instability and do not pursue any purpose other than purely
selfish. We fully agree with the main strategies of the central Russian
leadership for the careful preservation of the full consolidation of the
foundations of our multi-ethnic and multi-confessional nationwide home. This is,
no doubt - the most urgent and pressing issue of modern life for all our people,
regardless of their ethnic or religious background. Russian Muslims, as before,
in times of great historical turning points, were and are not just an integral
part of the unique Russian civilization, but its proven and reliable defenders.
Without them, a large part of the population, it would be impossible to build
this great civilizatio, a strong Russian state. Yes, we recognize that among the Muslims of Russia today, there is
disagreement, and sometimes considerable, in respect of certain doctrinal
matters of faith. But it is - a purely internal matter of the Muslim community,
and as long as these differences do not cause damage to society and the state,
they certainly should and will be addressed in a constructive dialogue by
Muslims themselves. We believe the detention practices, and even arrest people just because
of their religious beliefs, when their public conduct does not harm others and
does not violate the laws of the Russian Federation is inappropriate and runs
counter to the Russian Constitution and the Law on Freedom of Conscience and
Religious Associations. We urge Muslims to unite around the concept of "brotherhood" and
"unity" in Islam, following the ayat of the Holy Qur'an: And hold firmly
to the rope of Allah all together and do not become divided. And remember the
favor of Allah upon you - when you were enemies and He brought your hearts
together and you became, by His favor, brothers. And you were on the edge of a
pit of the Fire, and He saved you from it. Thus does Allah make clear to you His
verses that you may be guided.(Qur'an, 3:103). Hostile foreign forces are trying to divide us, divided into labeled
groups to pit us with other traditional religions of Russia, trying to weaken us
and to belittle Islam. But Islam as a religion of humility before God the
Creator can not be discounted by anyone. We, Russian Muslims accept a truly
noble mission, commanded by God - to be in relationship with society, active
heralds of morality, tolerance and constructive relations with all people of
good will. We Muslims are actively striving to familiarize non-Muslims with the
best sides of our way of life, based on the defense of the family, good
neighborly relations, unparalleled care of children, the intolerance of alcohol,
smoking, drugs, gambling and other social hazards. After all, just these
features allow Muslims of Russia for centuries to enjoy deserved respect and
authority of many Russian peoples. Muslims in Russia thus have been so sacredly
fulfilling the humanitarian mission entrusted to them the Almighty
Creator. But this great mission of Russian Muslims are never confined to the
borders of their homeland. They have traditionally been the champions of peace,
harmony and friendship among all nations of the earth, rejecting aggression,
violence and any injustices. That is why today, the Russian Muslims with pain
and concern see the bloody events in Syria, the war-torn of Muslims against
Muslims, for the continuing violation of the rights of the Palestinian people,
with the worst of atrocities against Muslims in Myanmar. We are convinced that
under the growing influence of the modern Islamic world on the global system of
international relations, our state can and should use the potential of the
Russian Muslims to triumph the love of peace and justice. And Russia's Muslims
are able to be a reliable bridge between Russia and the resurgent Islamic world,
which contribute to free of conflict and constructive development. Moscow, August 25,
